I have studied this topic and read Cadillac Desert and I am familiar with water policies and manipulation in the Western U.S. I am linking the failed projects and programs that have led to the shortcomings of infrastructure elsewhere that should have been a priority. He knows that but won't admit it. He also knows that I am somewhat knowledgeable on this subject because of past discussions but is being a pretentious dick. It's the norm for many of his exchanges.
