They're spinning them off into a joint entity. That doesn't mean that the other entity is for sale or that individual networks are for sale.

It would be shocking for them to spin them off and then not sell them, but ok.

If they were going to sell it, they wouldn’t be spinning it off. They would just sell it.

A spinoff occurs when a corporation divests itself of one or multiple divisions. The parent company often keeps a large ownership stake in the spinoff, but the new entity is an independent corporation with its own officers and board of directors, and its shares trade separately from those of the parent.

Here is the relevant part in the very first sentence:  "On Tuesday, the notorious telecommunications firm Comcast confirmed that it would follow through on a dramatic proposal it made to investors last month: to officially sell off almost all of its cable TV properties in a $7 billion deal."
