Yeah like Suisun has approx 30k residents but only about 9k households and in those rural counties (mostly listed), not everyone is hooked up to the public water system and hooked up to a well and/or Riparian rights. 1 1

Is it because their dumbfcks? If fact, many cities in Washington State, including Spokane also rejected through voting to not add fluoride to their drinking water. Are they dumbfcks too?

There are districts that are still out of conformance due to financial inability to install the needed infrastructure. Each year the state provides funding to a number of water districts, and they are brought into compliance. This has happened with a number of the larger districts on your original list. 1

There's also people, including city council members, voting and trying reject fluoridated drinking water in cities in California that are in waters districts with over 10K hookups.
