Same with the WICHI for grad school and the WAMI for med school. My Fraternity Brother got into WAMI and got through Med school with only 40k in student loan debt, and I believe he got that written off by practicing in Wyoming for 2 years after his residency. 40k is unheard of for medical school. Most of those messianic psychopaths come out with a full on mortgage in debt. 1

Although I did not live here until college nor attended a public school, the UT and A&M schools were dirt cheap, but it had nothing to do with the feds subsidizing anything, or even the state government. It had everything to do with the ridiculously large, oil-fueled educational endowments the 2 systems have. And those tuitions continue to be low for the same reason.
