Yeah probably depends where you go. I've spent a lot of time in Asia and the American tourists you meet out there are typically way more respectful towards the locals than European/British tourists can be. Depends a lot on class, education level, personality anyway. And Chinese/Indian/Arab/Russian tourists can also all be really bad in their own ways too.

Nobody may be faultless but when one side has asymmetrical power over the other to the point that they're genociding them at will and using the "human shields" excuse for it, does it really matter if both sides are at fault? And it's highly disputable whether the hospital was actually used as a "command center".
